Blind Childrens Center, founded in 1938, serves children who are blind or severely visually impaired, from birth to school age, providing them with specialized education and training which will optimize their development and facilitate their ability to become independent.

The Atlas Family Foundation provides funding for the Center's Zero to Three program for infants and toddlers who are visually impaired or blind. The program provides early intervention, training and a variety of services to help infants and toddlers address barriers to appropriate development. Education, training and support are also provided to parents and family members, including in-home assistance, to optimize the children's success. It is a full inclusion program that includes sighted children. The program serves between 15–25 children and their families.

Home sessions meet the needs of clients who might have transportation issues, who have children in a fragile state of health, or who experience other emotional and cultural barriers that impede them from getting to the Center. In addition, home visits also provide a non-threatening environment for parents who might be intimidated by the group sessions offered at the Center.

The objective of the program is to stabilize the family and prepare them to participate in their child's development and education. In addition, the program seeks to build parent skills that enhance child mobility.
